The Story of Igloo Diamonds, and, in fact, all Canadian diamonds, has its origins in the rugged icy Canadian North. Within an area, politically defined as a "Territory" in the Canadian political hierarchy, having its own territorial government, namely, "The North Western Territories". A land of vast, majestic, to some--foreboding icy landscape, where polar bears rein and frolic in an unforgiving landscape of icy plans and menacing icebergs, and where humans struggle. In this owe imposing landscape, a discovery was made in 1991, that was about to see more people than ever venture into those stretches of snow and ice, spreading as far as the eye can see. By 1998 the first Canadian diamond mine was inaugurated in the Lac-de-Gras region of the North Western Territories, so named (in French) after the layer of fat left on the water by the crossing Caribou (see map). A second mine was to see production in 2003, and not too far either. A new reality has established itself amidst the icy landscape. These two marvels of mining technology involve temporary drainage of lakes, diversion of water flows, all in a manner that once mining is terminated there would be no environmental damage left. All told, Canada is forecasted to supply approximately 15% of the world's rough supply once the its two first diamond mines reach full production capacity. Thus, what is unique to the flourishing diamond industry in Canada is the sense of moral responsibility with which all operations are studies, planned and carried out. Mining companies are obliged to submit their mining plans to environmental studies and approval processes, and to guaranty, with bonds deposited, the cleanup operations after the exhaustion of the mines expectancy; A portion of the output is required, by agreement, to be allocated for local production by the growing local diamond industry. Local Canadian aborigines have been trained in diamond cutting in special programs run in a local college and by manufacturers, and put to work side by side with master Belgian cutters and polishers.
